General Introduction

Nanjing New & High-Tech Industry Development Zone was jointly founded by Jiangsu Provincial People's Government and Nanjing Municipal People's Government, and started to break ground of construction on Sept.1, 1988. It was ratified as a national new and high-tech industry development zone by the State Council on March 6, 1991.

The city Nanjing, where the NHZ is located, is situated at the plain of the lower reaches of the Yangtze River and the coastal opened area in China, with the advantages of being both coastal and along the river. Nanjing is the capital of the Jiangsu Province--- a large economic, scientific and technological province in China. It features as the convenient traffics, the flourishing sciences and technologies, a galaxy of talents, the solid industrial foundation, the prosperous commodity trade, and the social economic prosperity. In 1998, the Gross National Product (GNP) of the whole city had reached 82.6 billion RMB Yuan, and the total industrial production value had reached 120.9 billion RMB Yuan. In recent years, the infrastructures in Nanjing have been constructed very rapidly. The large-scale international airport has been open to air traffic.

Many expressways, such as the Shanghai-Nanjing expressway, have been open to traffic. The roads in the city have formed a rapid-speed road system, with the outer ring-lines and the inner networks. The water supply, the power supply, the gas supply, and the communications facilities have all ranked front in the country, so that Nanjing has become the hot point, in which the merchants at home and abroad would like to invest. The enterprises coming from 51 countries and regions have invested in Nanjing to found over 3,500 foreign-invested enterprises. Moreover, Nanjing is a famous historical and cultural city in China. In the Chinese history, ten dynasties had settled here as capital. In Nanjing, mountains, waters, the city and forests set each other off and have formed a delightful scene. With its magnificent and graceful scenery, Nanjing is the well-known sight-seeing city for the tourists.

The NHZ is situated on the north bank of the Yangtze River. The planned area of the NHZ is 16.5 square kilometers, among which the area of 3.2 square kilometers has been exploited and constructed. At present, there are over 1,000 enterprises have entered the NHZ. Among them, there are over 100 foreign-invested enterprises. In 1998, the total revenue from the technology, industry and trade of the NHZ was 17.1 billion RMB Yuan, and the profits before the taxes was 1.7 billion RMB Yuan, the tax revenue was 0.42 billion RMB Yuan, and the foreign exchange earned from export was 170 million USD.

Relying on the solid scientific & technical forces and industrial foundations, the NHZ adheres to dominantly developing the new & high-tech industries, so that it has formed a certain scale in such four industries as the electronics & information, the bioengineering & pharmacy, the new-type materials and the aeronautics & astronautics, etc.. The NHZ is the concentrated area and the industrial base of the two large industries --- the electronics & information, and the bioengineering & pharmacy, which are taken as the dominant development orientation by the Nanjing Municipality. In the NHZ, there are over 150 new & high-tech enterprises, which account for 75% of the total number of the new & high-tech enterprises in the whole city, The production value of these enterprises accounts for 90% of the total revenue from the technology, industry and trade of the NHZ.

At present, the NHZ is speeding up its exploitation and construction, in accordance with the overall goal at constructing " the tree-garden-shaped, high-sci-tech zone and the noble social area for living," and creating much better environments for the development of the new & high-tech industries in Jiangsu and Nanjing.

Preferential Policies

Preferential Policies of Taxation for the Enterprises in the NHZ

(1) Income Tax on the Foreign-Invested Enterprises
1) The foreign-invested enterprise, which has been acknowledged as a new & high-tech one in the NHZ, can be taxed at a reduced rate of 15% for the enterprise income tax, and be exempted from the local income tax.
2) For the foreign-invested productive enterprise in the NHZ, with its production and operation period of more than 10 years, the enterprise can be exempted from the enterprise income tax in the first two years starting from the profit-making year, and its income tax can be reduced by 50% from the third to fifth year, and it can be exempted from the local income tax during the period of enjoining the above-mentioned preferential policies.
3) The foreign-invested enterprise, which has conformed to the following conditions and been approved by the taxation organ, can be taxed at a reduced rate of 15% for the enterprise income tax, and be exempted from the local income tax:
a. the projects with the investment of more than 30 million USD and a long time for reimbursement;
b. the projects of the power, traffic and harbor constructions.
4) After the period of the enterprise income tax exemption or reduction expires according to the taxation laws and regulations, the foreign-invested product-exported enterprise, with its current year's export value of the products amounting to more than 70% of its current year's output value of the products, can be taxed at a reduced rate of 50% for the enterprise income tax according to the tax rates stipulated by the taxation laws. But, the product-exported enterprises, which have paid the enterprise income tax at a tax rate of 15% and conformed to the above-mentioned conditions, can be taxed at a rate of 10 % for the enterprise income tax. After the period of the enterprise income tax exemption or reduction expires according to the taxation laws and regulations, the foreign-invested product-exported enterprise, with its current year's export value of the products amounting to more than 50% of its current year's output value of the products, can be exempted from the local income tax.
5) The foreign-invested enterprises with the advanced technologies, which are still acknowledged as those with the advanced technologies after the period of the enterprise income tax exemption or reduction expires according to the taxation laws and regulations, can be taxed, with 3-years extension, at a reduced rate of 50% for the enterprise income tax according to the tax rates stipulated by the taxation laws, and can also be exempted from the local income tax.
6) The foreign-invested enterprise, with its actual operation period of less than 10 years, should pay its reduced and exempted enterprise income tax and local income tax.

(2) Circulating Tax
1)The goods imported for manufacturing the export-oriented products can be exempted from the value-added tax.
2) The income obtained by the research units from its technology transfer, can be exempted from the business tax, in order to encourage the introduction and extension of the technologies.
3) The units or individuals, being engaged with the business of the technology transfer, can be exempted from the business tax.
4) The feeds produced and sold by the feeds industrial enterprises, which have met the requirements of the regulations, can be exempted from the value-added tax.
5) The products, of which a part of resources can be comprehensively used , and which have met the requirements of the regulations, can be exempted from the value-added tax.
6) In order to encourage the exportation, the value-added tax levied on the export goods and having been paid by the productive enterprises, which export their self-produced products by themselves or through their appointed agents, can be refunded. As for the foreign-invested enterprises which were approved and set up before the 31st of December, 1993, the goods exported by themselves or through their appointed agents can be exempted from the value-added tax, but the tax amount of the income from the exported goods can not be offset or refunded, and should be reckoned in the product costs.
7) As for the foreign-invested projects, which conform to Categories of the Encouraged Projects and the Restricted Projects Class B listed in << Industrial Catalog Guiding Foreign Investment>>, and of which the technologies have been transferred, the equipment imported by an enterprise for self-use and at the cost less than the total investment value, can be exempted from the customs duty and the value-added tax of the import segment, except the commodities listed in<<Catalog Of The Import Commodities Unallowable To Be Exempted From Taxation For The Foreign-Invested Projects>>.
8) As for the projects of using the loans from the foreign governments and from the international financial organizations, the equipment imported by an enterprise for self-use and the imported equipment provided, with no commercial value, by a foreign businessman for processing trades, can refer to the Item 7), i.e., can be exempted from the customs duty and the value-added tax of the import segment, except the commodities listed in<<Catalog Of The Import Commodities Unallowable To Be Exempted From Taxation For The Foreign-Invested Projects>>.
9) As for the Chinese-invested projects, which conform to << Catalog of the Major Industries, Products, and Technologies Currently Encouraged to be Developed By the State>>, the equipment imported by an enterprise for self-use and at the cost less than the total investment value, can be exempted from the customs duty and the value-added tax of the import segment, except the commodities listed in<<Catalog Of The Import Commodities Unallowable To Be Exempted From Taxation For The Chinese-Invested Projects>>.
10) As for the projects, which conform to the regulations listed in Items 7), 8), and 9), the technologies, necessary accessories and spare parts imported with the equipment in accordance with the contracts of the projects, can also be exempted from the customs duty and the value-added tax of the import segment.

(3) The State-stipulated preferential policies, which have not been covered at the above, are similarly applicable to the enterprises in the NHZ. If there occur some changes in the State policies, the new policies will be taken as the standard.

(4) Nanjing Municipal State-Taxation Bureau, Gaoxin Branch and Nanjing Municipal Local-Taxation Bureau, Gaoxin Branch are responsible for the explanation of the above-mentioned policies.

Brief Introduction of NHZ Association for Science and Technology:

It was founded in August, 1997. At present, there are 25 group members and over 2,000 individual members in the Association.
Since its establishment, it has made great efforts to carry out the academic exchange activities, and to promote the scientific and technological progresses of the enterprises. Taking the advantages of concentration of the institutions of higher learning and the research institutes, and dense concentration of the scientific and technological personnel in Nanjing, and being based on the industrial features of the NHZ, it has organized the related experts and scholars to join the academic exchanges for many times, esp., in such scientific and technological fields as the electronics & information, and the bioengineering, so as to promote the research of the fundamental theories related to those fields and the application of the leading technologies, and to fill in the new scientific and technological power for the development of the enterprises, as well as to continuously raise the NHZ's overall creative levels of the science and technology. at the same time, it has paid great attention to the organization of science-popularity activities, and the increase of the scientific and cultural quality of the cadres and staffs. It has set up the science-popularity gallery, and taken an active part in the provincial and municipal activities of the science-popularity week, and organized, for many times, a series of lectures on the science-popularity knowledge, such as the special course of lectures "Window of Knowledge", etc..
It has also paid much attention to the development of the functions of the basic-level associations. Its branch associations, such as that of Nanrui Electric Power Automation Academy, that of Lopu Corporation, and that of Tian & Di Group have also carried out the rich and varied activities of science and technology.

Brief Introduction of Nanjing Bioengineering Society

Nanjing Bioengineering Society (hereinafter referred to as the Society) is the municipal academic organization legally verified, approved and registered by Nanjing Municipal Bureau of Civil Affairs, and has the qualification of the independent social organization. It is under Nanjing Municipal Association for Science and Technology.
The Society was founded in September, 1998. In the society, there are 23 unit members and 92 individual members,. who are the first batch members, fundamentally covering the institutions of higher learning, the academies and research institutes, the hospitals and the enterprises in the fields of biological technology, and also covering the scientific and technological personnel who are engaged with the teaching, scientific research and production of the biological technology in Nanjing area.
The Society aims at uniting and organizing numerous bio-tech personnel, carrying out the massive activities of science and technology, promoting the prosperity and development of the Bio-tech, promoting the popularity and extension of the bio-tech, promoting the growth of the scientific and technological personnel and the increase of their levels, and promoting the combination of the science and technology with the economy, so as to serve the socialist construction of the substance civilization and the spirit civilization.
Its major tasks are to organize the academic exchanges in the fields of domestic and international bio-technology; to promote the international non-governmental cooperation of science and technology; to carry out the activities of science popularity in many forms; to popularize the bio-tech knowledge; to propagate the scientific ideology and the scientific procedures; to organize and mobilize the scientific and technological personnel, so as to carry out the technical consultation, conquest, and services for such major projects as the development planning of the bioengineering, the new products development, and the technical renovation, etc., and to promote the transformation of the scientific and technical results; to accept the appointment, and to assume the evaluation of the projects related to the bioengineering and the identification of the scientific and technical results; to organize the scientific and technological personnel to take part in the formulation of the local policies on science and technology, the strategies for developing the science and technology, and the related laws, regulations and rules; and to reflect the opinions and requirements of the scientific and technical personnel on behalf of their benefits, and maintain their legal rights.

Living & Working

Geographical Position
The NHZ is located in the Pukou district of Nanjing, being in the connecting place of Ningyang (Nanjing-Yangzhou) Highway (a part of No.328 and No.205 State Highway) and Pusi Highway (No.104 State Highway).It is encircled by the Nanjing Yangtze River Bridge and the Second Nanjing Yantze River Highway Bridge. It is 4 Km away from the north bank of Nanjing Yangtze River Bridge.

Natural Conditions
The NHZ belongs to subtropical monsoon moist climate zone, with four distinct seasons, abundant rainfall , sufficient light energy resource, the annual average temperature of 15.40??. In the NHZ, the frost-free period is over 237 days per year, and the annual average rainfall is 117 days, with the annual average precipitation of 1,106.5 mm, the annual average sunshine time of 2,007 hour and the average relative humidity of 75%. The days when the temperature is greater than or equal to 10??, last 241 days, with the accumulative temperature of 5,225??. In a whole year, the most winds are in the east, and the more winds are in the northeast. The most winds are in the southeast in the summer half year, and in the northeast in the winter half year. The annual average wind speed is 3.1 meters per second, and the wind speed is minimum in September, so far as the annual average wind speed is concerned.

Infrastructure

(A) Traffic
a. Airport
Nanjing Lukou International Airport has opened the international and domestic airlines to the large cities, and become a modern international airport. It is 60 KM away from the NHZ. Normally, it takes about 40 minutes to go by car from the NHZ to the airport.
b. Expressways
Shanghai-Nanjing Expressway, Ninglian (Nanjing-Lianyungang) First-Grade Highway and Ningtong (Nanjing-Nantong) First-Grade Highway have been completed and open to traffic. The NHZ is located in the area crossed by such three high-grade highways as Ningyang (Nanjing-Yangzhou) Highway, Puzhu (Nanjing-Hefei) Highway and Pusi (Nanjing-Sixian, Anhui) Highway.
c. Urban Public Buses
In Nanjing, the public traffic networks have extended in all directions, many public bus lines , such as Gaoxin line, Kuyang line and Yanshi line, etc., can directly reach to the NHZ from the downtown of Nanjing.
d. Port & Railways
Nanjing Port is the largest inland-river port in China. It takes about 10 minutes to go by car from the NHZ to the port. Three main railway lines --- the Tianjin-Pukou, the Shanghai-Nanjing, the Ninggan (Nanjing-Jiangxi) are intersected here. Thus, it is convenient to transport goods by train and by ship.

(B) Power Supply
In the NHZ, the electricity is specially supplied by two independent 110 KV lines. The main substation has 2 sets of 31,500KVA transformers. In addition, there are two independent 10 KV safety power. Thus, it can provide double-loop power.

(C) Water Supply
In the NHZ, the supplied tap water can meet the national drinking water standard. The daily water supply capability is 30,000 tons. The NHZ is provided by itself with a large water storage pond of 10,000 tons and a water pressurization station, so that the minimum pressure for supplying the water to all the terminals of the NHZ is over 3 kg per square centimeter.

(D) Gas Supply
In the NHZ, it adopts the centralized heat supply, which can meet the requirements of the production and living..

In the NHZ, the liquified petroleum gas supply station has been built up. The special air, such as the oxygen and the nitrogen, can be supplied in time, with the assurance of quality and quantity.

(E) Communications
In the NHZ, there exists an independent telecom branch, which is provided with a PABX with the capacity of 30,000 lines, which can be easily connected to the Internet via the existing high speed data communications network.

Human Environments
a. Ecological Environments
The NHZ is closely adjacent to Nanjing Pearl Spring Park, which is the national tourist and holiday resort, with green hills, clear waters, and a beautiful scenery, and also to Laoshan Scenery Area, which is the national forest park. In the NHZ, many large green leisure plazas have been built up, with the afforestation coverage rate up to 40 %, which is far greater than that in other areas. In order to keep beautiful and exquisite ecological environments, the enterprises with industrial production pollution is restricted to enter the NHZ. The waste water, waste gas and waste dregs caused by the common enterprises should be treated, and can not be discharged until they have reached the national second-level discharging standard of the pollution.
b. Scientific Research & Education
With the more developed higher education and the powerful scientific and technical forces, Nanjing is one of four large central cities for scientific research and education in the country. There are 48 institutions of higher learning of every sort and kind. There are 508 scientific research organizations of every sort and kind, with over 370,000 technical personnel in various specialities.
In and around the NHZ, there are seven regular institutions of higher learning , among which the new campus of Nanjing University is to the north of the NHZ, and the new campus of Southeast University is to the south of the NHZ. With the rich resources of the senior scientific and technical personnel, as well as the higher labour quality, the coming customers for investment in the NHZ have been provided with the supports of science, technology and personnel.
c. Living Quality
In 1998, Nanjing's GPN per capita was 15,000RMB Yuan, the city resident's disposable income per capita was 7,018 RMB Yuan, of which the expenses were 6,056 RMB Yuan, covering 45.1% for food, 9.9% for clothing, 8.2% for medical treatment and health care, 13.9% for Culture, education and recreation, 5.1% for traffic and communications, and 9.1% for residence.
d. Residence Status
In Nanjing, there are commercial resident buildings, apartments and flats, and Western-style houses with a garden, which can be selected by the customers coming to invest in the NHZ. In the NHZ, there are apartments and flats provided for the staffs working in the companies there.
e. Commercial Network Points
In the NHZ, a living service center has been built up, including such commercial network points as the supermarket, the food market, the restaurants and the public bath-house, etc..
f. Medical Treatment & Health Care
In Nanjing, there exist over 100 hospitals. Among them, Nanjing Municipal Hospital of Chinese Traditional Medical Science and Jiangbei Central Hospital have established their branches in the NHZ.
g. Children Education
In the NHZ, Nanjing Experimental International School admits students ranging from the first-year ones in the primary schools to Junior High ones in the high schools, and adopts the mode of teaching and studying in bilingual (English/Chinese). The Kindergarten is being prepared to construct.
h. Personnel Resource
The institutions of higher learning in Nanjing can send to the society over 26,500 graduates, including over 17,000 graduates of science and engineering faculties, over 2,200 graduates of electronics faculty and 1,500 graduates of communications faculty. Nanjing University and Southeast University are the most famous, and have been listed in the first-batch key institutions of higher learning constructed by the state. They have ranked front in such faculties as computer, architecture, electronics, communications, etc.. The NHZ has a long-term friendly cooperation relationship with Nanjing University and Southeast University, which have, for many years, sent a lot of personnel to the NHZ.
In Nanjing, there are 77 professional schools, which have engaged in the education of various professions. Each year, there are over 8,100 graduates from these schools, including over 1,400 graduates of electronics and over 300 graduates of communications.
i. Public Security
Nanjing is the lowest criminal rate area in the country. In the NHZ, Nanjing Municipal Public Security Bureau, NHZ Branch has specially been established, being responsible for the public security and safeguard work. For many years, the NHZ has become one of the best security areas in Nanjing.

General Introduction

Nanjing New & High-Tech Industry Development Zone was jointly founded by Jiangsu Provincial People's Government and Nanjing Municipal People's Government, and started to break ground of construction on Sept.1, 1988. It was ratified as a national new and high-tech industry development zone by the State Council on March 6, 1991.

The city Nanjing, where the NHZ is located, is situated at the plain of the lower reaches of the Yangtze River and the coastal opened area in China, with the advantages of being both coastal and along the river. Nanjing is the capital of the Jiangsu Province--- a large economic, scientific and technological province in China. It features as the convenient traffics, the flourishing sciences and technologies, a galaxy of talents, the solid industrial foundation, the prosperous commodity trade, and the social economic prosperity. In 1998, the Gross National Product (GNP) of the whole city had reached 82.6 billion RMB Yuan, and the total industrial production value had reached 120.9 billion RMB Yuan. In recent years, the infrastructures in Nanjing have been constructed very rapidly. The large-scale international airport has been open to air traffic.

Many expressways, such as the Shanghai-Nanjing expressway, have been open to traffic. The roads in the city have formed a rapid-speed road system, with the outer ring-lines and the inner networks. The water supply, the power supply, the gas supply, and the communications facilities have all ranked front in the country, so that Nanjing has become the hot point, in which the merchants at home and abroad would like to invest. The enterprises coming from 51 countries and regions have invested in Nanjing to found over 3,500 foreign-invested enterprises. Moreover, Nanjing is a famous historical and cultural city in China. In the Chinese history, ten dynasties had settled here as capital. In Nanjing, mountains, waters, the city and forests set each other off and have formed a delightful scene. With its magnificent and graceful scenery, Nanjing is the well-known sight-seeing city for the tourists.

The NHZ is situated on the north bank of the Yangtze River. The planned area of the NHZ is 16.5 square kilometers, among which the area of 3.2 square kilometers has been exploited and constructed. At present, there are over 1,000 enterprises have entered the NHZ. Among them, there are over 100 foreign-invested enterprises. In 1998, the total revenue from the technology, industry and trade of the NHZ was 17.1 billion RMB Yuan, and the profits before the taxes was 1.7 billion RMB Yuan, the tax revenue was 0.42 billion RMB Yuan, and the foreign exchange earned from export was 170 million USD.

Relying on the solid scientific & technical forces and industrial foundations, the NHZ adheres to dominantly developing the new & high-tech industries, so that it has formed a certain scale in such four industries as the electronics & information, the bioengineering & pharmacy, the new-type materials and the aeronautics & astronautics, etc.. The NHZ is the concentrated area and the industrial base of the two large industries --- the electronics & information, and the bioengineering & pharmacy, which are taken as the dominant development orientation by the Nanjing Municipality. In the NHZ, there are over 150 new & high-tech enterprises, which account for 75% of the total number of the new & high-tech enterprises in the whole city, The production value of these enterprises accounts for 90% of the total revenue from the technology, industry and trade of the NHZ.

At present, the NHZ is speeding up its exploitation and construction, in accordance with the overall goal at constructing " the tree-garden-shaped, high-sci-tech zone and the noble social area for living," and creating much better environments for the development of the new & high-tech industries in Jiangsu and Nanjing.

Preferential Policies

Preferential Policies of Taxation for the Enterprises in the NHZ

(1) Income Tax on the Foreign-Invested Enterprises
1) The foreign-invested enterprise, which has been acknowledged as a new & high-tech one in the NHZ, can be taxed at a reduced rate of 15% for the enterprise income tax, and be exempted from the local income tax.
2) For the foreign-invested productive enterprise in the NHZ, with its production and operation period of more than 10 years, the enterprise can be exempted from the enterprise income tax in the first two years starting from the profit-making year, and its income tax can be reduced by 50% from the third to fifth year, and it can be exempted from the local income tax during the period of enjoining the above-mentioned preferential policies.
3) The foreign-invested enterprise, which has conformed to the following conditions and been approved by the taxation organ, can be taxed at a reduced rate of 15% for the enterprise income tax, and be exempted from the local income tax:
a. the projects with the investment of more than 30 million USD and a long time for reimbursement;
b. the projects of the power, traffic and harbor constructions.
4) After the period of the enterprise income tax exemption or reduction expires according to the taxation laws and regulations, the foreign-invested product-exported enterprise, with its current year's export value of the products amounting to more than 70% of its current year's output value of the products, can be taxed at a reduced rate of 50% for the enterprise income tax according to the tax rates stipulated by the taxation laws. But, the product-exported enterprises, which have paid the enterprise income tax at a tax rate of 15% and conformed to the above-mentioned conditions, can be taxed at a rate of 10 % for the enterprise income tax. After the period of the enterprise income tax exemption or reduction expires according to the taxation laws and regulations, the foreign-invested product-exported enterprise, with its current year's export value of the products amounting to more than 50% of its current year's output value of the products, can be exempted from the local income tax.
5) The foreign-invested enterprises with the advanced technologies, which are still acknowledged as those with the advanced technologies after the period of the enterprise income tax exemption or reduction expires according to the taxation laws and regulations, can be taxed, with 3-years extension, at a reduced rate of 50% for the enterprise income tax according to the tax rates stipulated by the taxation laws, and can also be exempted from the local income tax.
6) The foreign-invested enterprise, with its actual operation period of less than 10 years, should pay its reduced and exempted enterprise income tax and local income tax.

(2) Circulating Tax
1)The goods imported for manufacturing the export-oriented products can be exempted from the value-added tax.
2) The income obtained by the research units from its technology transfer, can be exempted from the business tax, in order to encourage the introduction and extension of the technologies.
3) The units or individuals, being engaged with the business of the technology transfer, can be exempted from the business tax.
4) The feeds produced and sold by the feeds industrial enterprises, which have met the requirements of the regulations, can be exempted from the value-added tax.
5) The products, of which a part of resources can be comprehensively used , and which have met the requirements of the regulations, can be exempted from the value-added tax.
6) In order to encourage the exportation, the value-added tax levied on the export goods and having been paid by the productive enterprises, which export their self-produced products by themselves or through their appointed agents, can be refunded. As for the foreign-invested enterprises which were approved and set up before the 31st of December, 1993, the goods exported by themselves or through their appointed agents can be exempted from the value-added tax, but the tax amount of the income from the exported goods can not be offset or refunded, and should be reckoned in the product costs.
7) As for the foreign-invested projects, which conform to Categories of the Encouraged Projects and the Restricted Projects Class B listed in << Industrial Catalog Guiding Foreign Investment>>, and of which the technologies have been transferred, the equipment imported by an enterprise for self-use and at the cost less than the total investment value, can be exempted from the customs duty and the value-added tax of the import segment, except the commodities listed in<<Catalog Of The Import Commodities Unallowable To Be Exempted From Taxation For The Foreign-Invested Projects>>.
8) As for the projects of using the loans from the foreign governments and from the international financial organizations, the equipment imported by an enterprise for self-use and the imported equipment provided, with no commercial value, by a foreign businessman for processing trades, can refer to the Item 7), i.e., can be exempted from the customs duty and the value-added tax of the import segment, except the commodities listed in<<Catalog Of The Import Commodities Unallowable To Be Exempted From Taxation For The Foreign-Invested Projects>>.
9) As for the Chinese-invested projects, which conform to << Catalog of the Major Industries, Products, and Technologies Currently Encouraged to be Developed By the State>>, the equipment imported by an enterprise for self-use and at the cost less than the total investment value, can be exempted from the customs duty and the value-added tax of the import segment, except the commodities listed in<<Catalog Of The Import Commodities Unallowable To Be Exempted From Taxation For The Chinese-Invested Projects>>.
10) As for the projects, which conform to the regulations listed in Items 7), 8), and 9), the technologies, necessary accessories and spare parts imported with the equipment in accordance with the contracts of the projects, can also be exempted from the customs duty and the value-added tax of the import segment.

(3) The State-stipulated preferential policies, which have not been covered at the above, are similarly applicable to the enterprises in the NHZ. If there occur some changes in the State policies, the new policies will be taken as the standard.

(4) Nanjing Municipal State-Taxation Bureau, Gaoxin Branch and Nanjing Municipal Local-Taxation Bureau, Gaoxin Branch are responsible for the explanation of the above-mentioned policies.

Brief Introduction of NHZ Association for Science and Technology:

It was founded in August, 1997. At present, there are 25 group members and over 2,000 individual members in the Association.
Since its establishment, it has made great efforts to carry out the academic exchange activities, and to promote the scientific and technological progresses of the enterprises. Taking the advantages of concentration of the institutions of higher learning and the research institutes, and dense concentration of the scientific and technological personnel in Nanjing, and being based on the industrial features of the NHZ, it has organized the related experts and scholars to join the academic exchanges for many times, esp., in such scientific and technological fields as the electronics & information, and the bioengineering, so as to promote the research of the fundamental theories related to those fields and the application of the leading technologies, and to fill in the new scientific and technological power for the development of the enterprises, as well as to continuously raise the NHZ's overall creative levels of the science and technology. at the same time, it has paid great attention to the organization of science-popularity activities, and the increase of the scientific and cultural quality of the cadres and staffs. It has set up the science-popularity gallery, and taken an active part in the provincial and municipal activities of the science-popularity week, and organized, for many times, a series of lectures on the science-popularity knowledge, such as the special course of lectures "Window of Knowledge", etc..
It has also paid much attention to the development of the functions of the basic-level associations. Brief Introduction of Nanjing Bioengineering Society

Nanjing Bioengineering Society (hereinafter referred to as the Society) is the municipal academic organization legally verified, approved and registered by Nanjing Municipal Bureau of Civil Affairs, and has the qualification of the independent social organization. It is under Nanjing Municipal Association for Science and Technology.
The Society was founded in September, 1998. In the society, there are 23 unit members and 92 individual members,. who are the first batch members, fundamentally covering the institutions of higher learning, the academies and research institutes, the hospitals and the enterprises in the fields of biological technology, and also covering the scientific and technological personnel who are engaged with the teaching, scientific research and production of the biological technology in Nanjing area.
The Society aims at uniting and organizing numerous bio-tech personnel, carrying out the massive activities of science and technology, promoting the prosperity and development of the Bio-tech, promoting the popularity and extension of the bio-tech, promoting the growth of the scientific and technological personnel and the increase of their levels, and promoting the combination of the science and technology with the economy, so as to serve the socialist construction of the substance civilization and the spirit civilization.
Its major tasks are to organize the academic exchanges in the fields of domestic and international bio-technology; to promote the international non-governmental cooperation of science and technology; to carry out the activities of science popularity in many forms; to popularize the bio-tech knowledge; to propagate the scientific ideology and the scientific procedures; to organize and mobilize the scientific and technological personnel, so as to carry out the technical consultation, conquest, and services for such major projects as the development planning of the bioengineering, the new products development, and the technical renovation, etc., and to promote the transformation of the scientific and technical results; to accept the appointment, and to assume the evaluation of the projects related to the bioengineering and the identification of the scientific and technical results; to organize the scientific and technological personnel to take part in the formulation of the local policies on science and technology, the strategies for developing the science and technology, and the related laws, regulations and rules; and to reflect the opinions and requirements of the scientific and technical personnel on behalf of their benefits, and maintain their legal rights.

Living & Working

Geographical Position
The NHZ is located in the Pukou district of Nanjing, being in the connecting place of Ningyang (Nanjing-Yangzhou) Highway (a part of No.328 and No.205 State Highway) and Pusi Highway (No.104 State Highway).It is encircled by the Nanjing Yangtze River Bridge and the Second Nanjing Yantze River Highway Bridge. It is 4 Km away from the north bank of Nanjing Yangtze River Bridge.

Natural Conditions
The NHZ belongs to subtropical monsoon moist climate zone, with four distinct seasons, abundant rainfall , sufficient light energy resource, the annual average temperature of 15.40??. In the NHZ, the frost-free period is over 237 days per year, and the annual average rainfall is 117 days, with the annual average precipitation of 1,106.5 mm, the annual average sunshine time of 2,007 hour and the average relative humidity of 75%. The days when the temperature is greater than or equal to 10??, last 241 days, with the accumulative temperature of 5,225??. In a whole year, the most winds are in the east, and the more winds are in the northeast. The most winds are in the southeast in the summer half year, and in the northeast in the winter half year. The annual average wind speed is 3.1 meters per second, and the wind speed is minimum in September, so far as the annual average wind speed is concerned.

Infrastructure

(A) Traffic
a. Airport
Nanjing Lukou International Airport has opened the international and domestic airlines to the large cities, and become a modern international airport. It is 60 KM away from the NHZ. Normally, it takes about 40 minutes to go by car from the NHZ to the airport.
b. Expressways
Shanghai-Nanjing Expressway, Ninglian (Nanjing-Lianyungang) First-Grade Highway and Ningtong (Nanjing-Nantong) First-Grade Highway have been completed and open to traffic. The NHZ is located in the area crossed by such three high-grade highways as Ningyang (Nanjing-Yangzhou) Highway, Puzhu (Nanjing-Hefei) Highway and Pusi (Nanjing-Sixian, Anhui) Highway.
c. Urban Public Buses
In Nanjing, the public traffic networks have extended in all directions, many public bus lines , such as Gaoxin line, Kuyang line and Yanshi line, etc., can directly reach to the NHZ from the downtown of Nanjing.
d. Port & Railways
Nanjing Port is the largest inland-river port in China. It takes about 10 minutes to go by car from the NHZ to the port. Three main railway lines --- the Tianjin-Pukou, the Shanghai-Nanjing, the Ninggan (Nanjing-Jiangxi) are intersected here. Thus, it is convenient to transport goods by train and by ship.

(B) Power Supply
In the NHZ, the electricity is specially supplied by two independent 110 KV lines. The main substation has 2 sets of 31,500KVA transformers. In addition, there are two independent 10 KV safety power. Thus, it can provide double-loop power.

(C) Water Supply
In the NHZ, the supplied tap water can meet the national drinking water standard. The daily water supply capability is 30,000 tons. The NHZ is provided by itself with a large water storage pond of 10,000 tons and a water pressurization station, so that the minimum pressure for supplying the water to all the terminals of the NHZ is over 3 kg per square centimeter.

(D) Gas Supply
In the NHZ, it adopts the centralized heat supply, which can meet the requirements of the production and living..

In the NHZ, the liquified petroleum gas supply station has been built up. The special air, such as the oxygen and the nitrogen, can be supplied in time, with the assurance of quality and quantity.

(E) Communications
In the NHZ, there exists an independent telecom branch, which is provided with a PABX with the capacity of 30,000 lines, which can be easily connected to the Internet via the existing high speed data communications network.

Human Environments
a. Ecological Environments
The NHZ is closely adjacent to Nanjing Pearl Spring Park, which is the national tourist and holiday resort, with green hills, clear waters, and a beautiful scenery, and also to Laoshan Scenery Area, which is the national forest park. In the NHZ, many large green leisure plazas have been built up, with the afforestation coverage rate up to 40 %, which is far greater than that in other areas. In order to keep beautiful and exquisite ecological environments, the enterprises with industrial production pollution is restricted to enter the NHZ. The waste water, waste gas and waste dregs caused by the common enterprises should be treated, and can not be discharged until they have reached the national second-level discharging standard of the pollution.
b. Scientific Research & Education
With the more developed higher education and the powerful scientific and technical forces, Nanjing is one of four large central cities for scientific research and education in the country. There are 48 institutions of higher learning of every sort and kind. There are 508 scientific research organizations of every sort and kind, with over 370,000 technical personnel in various specialities.
In and around the NHZ, there are seven regular institutions of higher learning , among which the new campus of Nanjing University is to the north of the NHZ, and the new campus of Southeast University is to the south of the NHZ. With the rich resources of the senior scientific and technical personnel, as well as the higher labour quality, the coming customers for investment in the NHZ have been provided with the supports of science, technology and personnel.
c. Living Quality
In 1998, Nanjing's GPN per capita was 15,000RMB Yuan, the city resident's disposable income per capita was 7,018 RMB Yuan, of which the expenses were 6,056 RMB Yuan, covering 45.1% for food, 9.9% for clothing, 8.2% for medical treatment and health care, 13.9% for Culture, education and recreation, 5.1% for traffic and communications, and 9.1% for residence.
d. Residence Status
In Nanjing, there are commercial resident buildings, apartments and flats, and Western-style houses with a garden, which can be selected by the customers coming to invest in the NHZ. In the NHZ, there are apartments and flats provided for the staffs working in the companies there.
e. Commercial Network Points
In the NHZ, a living service center has been built up, including such commercial network points as the supermarket, the food market, the restaurants and the public bath-house, etc..
f. Medical Treatment & Health Care
In Nanjing, there exist over 100 hospitals. Among them, Nanjing Municipal Hospital of Chinese Traditional Medical Science and Jiangbei Central Hospital have established their branches in the NHZ.
g. Children Education
In the NHZ, Nanjing Experimental International School admits students ranging from the first-year ones in the primary schools to Junior High ones in the high schools, and adopts the mode of teaching and studying in bilingual (English/Chinese). The Kindergarten is being prepared to construct.
h. Personnel Resource
The institutions of higher learning in Nanjing can send to the society over 26,500 graduates, including over 17,000 graduates of science and engineering faculties, over 2,200 graduates of electronics faculty and 1,500 graduates of communications faculty. Nanjing University and Southeast University are the most famous, and have been listed in the first-batch key institutions of higher learning constructed by the state. They have ranked front in such faculties as computer, architecture, electronics, communications, etc.. The NHZ has a long-term friendly cooperation relationship with Nanjing University and Southeast University, which have, for many years, sent a lot of personnel to the NHZ.
In Nanjing, there are 77 professional schools, which have engaged in the education of various professions. Each year, there are over 8,100 graduates from these schools, including over 1,400 graduates of electronics and over 300 graduates of communications.
i. Public Security
Nanjing is the lowest criminal rate area in the country. In the NHZ, Nanjing Municipal Public Security Bureau, NHZ Branch has specially been established, being responsible for the public security and safeguard work. For many years, the NHZ has become one of the best security areas in Nanjing.
